[Openmcl-devel] compiling the 64-bit Windows lisp kernel

If you run the trunk, please note the 64-bit Windows lisp kernel
must now be compiled with a newer version of the mingw-w64 toolchan.

If you try to use the old toolchain, you'll get link errors.
