It wasn't, but there may  be interesting things there, too.

I found the stuff that Larry Masinter used to maintain, and put a copy
in:

<ftp://clozure.com/pub/x3j13-cleanup.tar.gz>

Some of the files in the archive are themselves compressed (usually by
the old Unix "compress" program; gzip/gunzip can probably deal with them,
not sure whether Stuffit does, but suspect so.)  Even if they're not
compressed, some of the files may be in mail archive formats that
contain embedded control characters and lines may be terminated by
things other than #\LineFeed; beware.

Formatting issues aside, I think that a lot of the content's interesting;
the archives tend to contain a mixture of draft cleanup proposals and
feedback going back to the mid-to-late 80s.
