[Openmcl-devel] bad link in Docs section 1.7.1

OK, the problem is more general than Section 1.7.1 -- it appears a 
number of links in the Docs into trees that are siblings of Docs  
(TmpCVS, mail, etc.) are set up as relative URLs into the Docs 
directory, when they shouldn't be (example, a link in Docs into 
mail/index.html should be a link into /mail/index.html).
