[Openmcl-devel] Invalid character in HTML documentation.

Hello,

ccl/doc/HTML/installation.html declares a content charset of ISO-8859-1, 
but it contains ˜ characters, which are not ISO-8859-1.

(Hence, w3/emacs cannot render it).
