[Openmcl-devel] Making asdf-install requireable

for now you need to manually link
   ccl:tools/asdf-install/asdf-install.asd
to one of the dirs in your asdf:*central-registry*.

ideally, there will be a ccl:systems/ directory containing
that link and part of a default *central-registry*.
