Documentation says:
9.1.1. Stream External Encoding
Clozure CL streams have an external-encoding attribute that may be
read using STREAM-EXTERNAL-ENCODING and set using (SETF
STREAM-EXTERNAL-ENCODING).
I'm using 1.5-r13651 on Linux, 32 bit. There are no such functions.
