I'm unclear what "user-level code" is, but as embedding
#+application-platform-state & #-... etc conditionals is so useful
and widely used in application code, perhaps an alternative would be
to have a parallel *non-system-features* and reader macro (in order
to sidestep the ccl::*features* special status and compile time
problems).
