To reinforce another comment:

If you're affected by this, go to bugreport.apple.com and file a report. This system is not just for bugs. It is what Apple engineering uses to decide how to allocate resources and design API's. It doesn't need to be absurdly detailed. Tell them what you want to do in your software, that you want to sell it or give it away through the Mac App Store, and that there is no sandbox-legal API to perform your task.

Next, sign up ($99/year) for the paid Mac Developer Program, and use one of your 2 shiny new DTS incidents to ask Developer Tech Support how to perform your task in a sandbox-legal way. They probably won't be able to read your Lisp, but will be able to tell you what Cocoa APIs to use (or that you can't get there at all).
