[Openmcl-devel] libssl32.dll on Windows

I am trying to load Drakma on CCL Windows using quicklisp and I am getting this error:

Unable to load foreign library (LIBSSL).

       Error opening shared library libssl32.dll : The specified module could not be found. .

I was able to easily load Drakma with the approach on CCL OSX.  Does anyone know if there is anyway for me to get this dll on CCL Windows?
