This is my experience as well. The http:// protocol checkout doesn't work for any of these cases:

svn, version 1.8.9  (r1591380)  - using serf 1.3.4
svn, version 1.8.10 (r1615264)  - using serf 1.3.8
svn, version 1.8.11 (r1643975)  - using serf 1.3.8
