[Openmcl-devel] Rebuilding trunk CCL from 1.11.5 on Windows did not work. 1.12-dev does

Hi! I seem to successfully rebuild latest CCL on win64. Key to success was to:

- read the makefile where prerequisites are described (manual does not
describe all details)
- use 1.12-dev binaries instead of 1.11.5.
