Things get a little more complicated with Notarization even outside the store. This is recommended for 10.14.5 - new users will get a nag dialog. It is a requirement for 10.14.5.
Features like JIT and certain memory use require Entitlements
Including libs signed by others need an Entitlement, even if not included in the app itself.
These can be set up now
It is not clear, whether Apple will further restrict those options for 1-.15. We will know more in June from WWDC.
I suspect that even just a point release will not help you with the sandbox requirement. But with the right entitlement, I think apps still have access to the standard file space. It is just that default support currently in ~/Library and ~/Library/Application Support have to be moved to ~/Library/Containers or ~/Library/Group Containers for resources shared with other apps.

All of this is a bit restrictive for any IDE.
