[Openmcl-devel] Good news on the Mac

For 10.14 stay with Xcode 10, and, the corresponding command line tools.  Those worked just fine as far as I remember.

> Note that as far as I can see none of this will work on 10.14 as Xcode 11.4 does not run there.  This is annoying for me (I generally do even-numbered OSX releases only) but not a general problem I think.
