[Openmcl-devel] *default-character-encoding* should be :utf-8

 i use to set *default-file-character-encoding* to :utf-8 since 10 yars ago  
there were only two cases when i had to bind it to ccl:*default-external-format* or :unix again:

1.) trying to generate a pdf-file with cl-pdf failed (error or corrupt file - don't remember)
2.) asdf-install errors during installation of packages. (i don't use it anymore)
