Yes, it says "RC1" because it's a release candidate.
Someone edited the front page of the Wiki a few weeks ago and added language
that stated that there'd been a 1.3 release (as opposed to a 1.3 "release
candidate." There hasn't been a "final" 1.3 releaese yet, though it's
certainly better for the Wiki to refer people to 1.3-RC1 instead of earlier
versions.
