[Openmcl-devel] Setup on Windows: is CCL_DEFAULT_DIRECTORY necessary

If the environment variable isn't set, then the directory that contains  
the heap image is used.  (If you don't move the .image file out of the  
distributed ccl directory, everything should work as expected.)
