[Openmcl-devel] Changing file permissions

HI everyone,

I need to change the permissions of an existing directory. Previously I
used osicat but having a non-standard shared lib makes application
delivery difficult. So I discovered fd-chmod in l0-io.lisp.

I assume fd-chmod is not exposed in ccl: for a reason. Is there a better
way to change file permissions or should I just use this?
