Come on. There are other instances in the same text: libiconv for instance is explicitly covered by the LGPL. There is probably other stuff. Apple provide pointers in the text telling you how to get a copy of LGPL.
I don't deny that some companies are frightened of the LGPL. Not all are, and this includes some very large ones, such as Apple.
OK, I really am done now: I am sure you will find some endless series of excuses as to why every instance I find of people using software covered by the LGPL commercially is a special case which does not count.
